CARES Act Higher Education Emergency Relief Fund (July 3, 2020)
Texas Chiropractic College has applied to receive the CARES Act Higher Education Emergency Relief Fund-IHE/Student Aid. This federal stimulus bill provides funding to institutions to provide emergency financial aid grants to students whose lives have been disrupted and are facing financial challenges due to the impact of the coronavirus pandemic. Schools are required to spend at least half of their total allocation on emergency grants to students and other costs related to students. The total initial allocation for Texas Chiropractic College is $77,399. We have chosen to distribute the entirety to all students that meet the eligibility criteria in the form of grants to better support any financial challenges related to covid-19. Eligible students will receive a grant for approximately $300.00 when we receive the funds. We expect to receive the funds from the federal government some time next week, at which point we will begin processing the distributions for students. There will not be an application for you to complete. The distribution will be automatic for eligible students once we receive the funds. Emergency financial aid grants to students can be used for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student's cost of attendance, such as food, housing, course materials, technology, health care, and child-care). Furthermore, the emergency financial aid grant received from Texas Chiropractic College does not have to be repaid since it is a grant and the funds do not have to be included in your gross income.
Eligibility
- Only students who are or could be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, as amended, may receive emergency financial aid grants. If a student filed a Free Application for Federal Student Aid and meets the federal eligibility requirements, the student has demonstrated eligibility to participate in programs under Section 484 of the HEA.
- Students who have not filed a FAFSA but who are eligible to file one also may receive emergency financial aid grants once they submit the 2019 -20 FAFSA and it is received by TCC to ensure other eligibility criteria are met.
- Students must be currently enrolled for the Summer 2020 trimester.
- Students must be U.S. citizens or eligible noncitizens. TCC undocumented students and international students are not eligible.
- Students must be meeting Satisfactory Academic Progress.
- Students must not be in default on a federal education loan or owe a payment on a federal grant.
- Students must have a valid social security number.
CARES Act Higher Education Emergency Relief Fund Distribution (Updated: September 15, 2020)
TCC applied for and received funds from the CARES Act to provide Emergency Financial Aid Grants to students. We signed and returned a certification form that indicated we would use at least 50% of the funds for student grants. As a college we elected to distribute the entirety of funds received to all eligible students enrolled as of July 1, 2020 that had completed the Free Application for Federal Student Aid (FAFSA). The total amount ($77,399.00) was divided by the total number of possibly eligible students to arrive at an amount of $312.09 per student.

TCC also applied for an additional FIPSE grant to help offset increased operational costs and provide a supplement for lost revenue from decreased enrollment. This grant is being used to help cover the additional costs associated with health screening processes, personal protective equipment and additional cleaning and sanitization processes needed. This grant is also being utilized to help cover reduced revenue associated with decreased enrollment in both the doctor of chiropractic program and post graduate continuing education. This grant has allowed continual operation of the program and helped avoid any delays in students progressing through the program.

Higher Education Emergency Relief Fund Reporting
Texas Chiropractic College signed and submitted the Certificate and Agreement for the Emergency Financial Aid Grants to Students under the HEERF I - Coronavirus Aid, Relief, and Economic Security (CARES) Act on April 13, 2020 which included assurances to use at least 50% of the total CARES Act allocation for student emergency funds. Texas Chiropractic College has received notification of a supplemental HEERF III award through the American Rescue Plan Act, but as a recipient of HEERF I - CARES Act funding, was not required to submit a certification agreement for the HEERF III award. Texas Chiropractic College intends to use the applicable amount of funds designated under the ARP program to provide Emergency Financial Aid Grants to Students.
Under HEERF I, II and III, Texas Chiropractic College has received a sum of $173,177 as a minimum distribution for emergency financial aid grants to students.
As of 6/30/2021, The total distribution of emergency financial aid grants to students is $113,091.15

Texas Chiropractic College used a combination of criteria to determine which students received financial aid grants. These criteria included the issuance of partial refunds for reduced on-site labs, and an application process using a needs-based approach to determine grant values.
All students were notified in a timely manner concerning the opportunity to apply for an emergency financial aid grant and of the criteria by which the funds would be distributed.
